Missile diplomacy: U.S. must be inventive in responding to North Korea

In early January, Donald Trump, then the U.S. President-elect, tweeted that North Korea would never develop a “nuclear weapon capable of reaching parts of the U.S.”. But Pyongyang appears to have done exactly that, defying warnings issued by Washington. Tuesday’s test of an intercontinental ballistic missile, that appears to be capable of striking Alaska, poses perhaps the greatest foreign policy challenge so far before Mr. Trump. And he appears to be lost for an effective response. While senior officials of the Trump administration have consistently talked tough, they have banked heavily on China, North Korea’s most crucial political and economic ally, to rein in its missile programme.Mr. Trump had even offered Chinaa better trade deal for its help in addressing the crisis and appreciated President Xi Jinping’s efforts. But neither the tough posturing nor banking on China’s help seems to have worked, and Kim Jong-un, North Korea’s Supreme Leader, remains as defiant as ever. Washington’s response to the missile test was typical. The U.S. and South Korea immediately conducted missile exercises to counter “North Korea’s destabilising and unlawful actions”, and the State Department asked for more UN sanctions on the North.
But had sanctions and threats been effective as a strategy, Mr. Kim would not have carried out the ICBM test in the first place. Ever since he took power in 2012 he has steadily expanded North Korea’s missile programme; challenging the U.S. is central to his foreign policy doctrine. All these years the U.S. has stepped up sanctions and taken an incrementally harsher line towards the Kim regime. Mr. Trump has simply followed the Obama administration’s stick-and-sanctions policy towards the North, but with a China emphasis. But he is now back to square one, with very few options. Though the administration has said all options are on the table, even a limited military strike would be dangerously risky. Given the unpredictability of the Kim regime, any attack could be tantamount to a declaration of war on the Korean peninsula. Another option is to continue the tested-and-failed policy of sanctions and international isolation, which would mean more trouble for the North Korean people with an uncertain effect on the roguish regime. It is also unclear whether China will back such isolation. A third option, something that both the Obama and Trump administrations have seemingly overlooked so far, is to hold direct negotiations with Pyongyang. It may appear strange given the current hostility, but that remains the only realistic option before Washington. Mr. Trump has a counterpart in Seoul, Moon Jae-in, who is more inclined to addressing the issue through diplomacy. Besides, there is the history of the North freezing its nuclear programme for nearly a decade in 1994 after a deal with world powers. Mr. Trump should take a realistic view of the crisis rather than immediately opt for retaliatory and punitive measures.

Tree Plantation Drive by Railway Women’s Welfare Central Organisation (RWWCO)

In view of Minister of Railways Shri Suresh Prabhakar Prabhu’s continued efforts on Tree Plantation in railway areas, the Railway Women’s Welfare Central Organisation (RWWCO) has undertaken  Tree Plantation Drive  on 6th July, 2017 at railway premises in New Delhi.   Smt. Rashmi Mital, President/RWWCO & Executive Members of  RWWCO planted various shady, flowering and fruit bearing trees in railway premises.

Railway Women’s Welfare Central Organisation  is the apex body of the chain of women’s welfare organisations spread over all Indian Railways engaged in the task of welfare of railwaymen and their families through various need-based socio/welfare activities.  

The organization started its activities in 1962 after Indo-China War, and while the primary concern of the Organisation is the welfare of Railway employees and their families, it has always risen to the call of the society and the nation- be it environmental awareness, family welfare drives, disturbances on the borders or the natural calamities.  It is one of the fore-runner voluntary Organisations in the country today.

Global Crude oil price of Indian Basket was US$ 47.59 per bbl on 06.07.2017

The international crude oil price of Indian Basket as computed/published today by Petroleum Planning and Analysis Cell (PPAC) under the Ministry of Petroleum and Natural Gas was US$ 47.59 per barrel (bbl) on 06.07.2017. This was lower than the price of US$ 48.16 per bbl on previous publishing day of 05.07.2017.
In rupee terms, the price of Indian Basket decreased to Rs. 3082.52 per bbl on 06.07.2017 as compared to Rs. 3117.04 per bbl on 05.07.2017. Rupee closed weaker at Rs. 64.78 per US$ on 06.07.2017 as compared to Rs. 64.72 per US$ on 05.07.2017. The table below gives details in this regard:

Two-Day Regional Conference on “Good Governance and Replication of Best Practices” inaugurated

A two-day Regional Conference on “Good Governance and Replication of Best Practices” involving 12 States and 4 UTs of Northern, Western and Central Region of India was inaugurated by Shri C. Viswanath, Secretary, Department of Administrative Reforms & Public Grievances (DARPG), Government of India and Shri Avanendra S. Nayal, Director Uttarakhand Academy of Administration (UKAA), Government of Uttarakhand, at Nainital today. The Conference is being organized on July 7-8, 2017, by the Department of Administrative Reforms and Public Grievances (DARPG), Government of India, in collaboration with the Government of Uttarakhand & Administrative Training Institute (ATI), Nainital. 

Speaking on the occasion, Shri C. Viswanath, Secretary, DARPG, Government of India mentioned that this is the 26th such Regional Conference being organised by the Department on diverse themes pertaining to Best Practices. These Conferences provide an opportunity to learn from each other. While the needs of the states may vary, the experiences and lessons learnt are invaluable. He also emphasized the importance of Good Governance and sharing best practices among peers. Good Governance is crucial in maintaining security of the country, ensuring comfort of common citizens. He also said that DARPG is developing a Good Governance Index (GGI) and the results will soon be published. This will assess the various States and Districts on ten parameters and it is hoped that this will trigger States lagging behind to work vigorously and achieve higher grade. Many States have done tremendous work to bring about Good Governance reforms and getting more and more State delivery Services on the online platform will result in improved efficiency and transparency. He said that 21 States have adopted the Right to Services Act and hoped more States will follow. 21 Departments in the Central Government have become paperless, having switched over to the e-Office platform. 

Shri Avanendra S. Nayal, Director UKAA, gave a presentation on Women empowerment Schemes and programs of Govt. of Uttarakhand State. Shri Nayal highlighted Uttarakhand Mahila Samekit Vikas Yojana (UMSVY) and several other schemes which have been successfully implemented by the State Government. Women in the hill region lead a tough life and they have to do a lot of hard word for their common daily household requirements. While highlighting Uttarakhand Mahila Samekit Vikas Yojna (UMSVY) Shri Nayal mentioned that “Total 69 projects (Developments Blocks) have been sanctioned for self-employment to women SHGs. Under this self-employment schemes, it focused on Daliya Units of Almora, Bageshwar, Dairy Units of Dehradun and food items such as ready-to-eat (Soyabeans, wheat Puffs). He further informed that under this scheme marketing support through Aganwari under “Take Home Ration Schemes”, Trade Fairs and Consortiums is also facilitated. 

Four presentations on (i) Exemplary initiatives in the State of Uttarakhand, (ii) the status of Ease of Doing Business and IT adoption in his state governance work, (iii) e-Vidhan: Paperless Himachal Legislative Assembly & (iv) Good Governance Index- Introduction & Methodology of Preparation, Key Governance Sectors & Areas, Indicators and Data Availability were made on the first day.

Shri Rajnath Singh reviews MHA expenditure for first quarter of 2017-18

The Union Home Minister Shri Rajnath Singh reviewed the expenditure made by the Ministry of Home Affairs for the first quarter of this financial year. The MHA has utilized about 27% of the budget during first three month (April-to-June, 2017), out of total budget of Rs. 83,823.30 crores for 2017-18. 

The Union Home Minister asked the officers to maintain the same tempo and also to ensure that the budget utilization crosses 50% by the end of September, 2017. 

The Minister of State for Home Affairs Shri Hansraj Gangaram Ahir, Union Home Secretary Shri Rajiv Mehrishi, Officer on Special Duty (OSD) Shri Rajiv Gauba, Secretary, Border Management Smt Sanjeevani Kutty, Special Secretary Dr. Rina Mitra and senior officers from all the divisions of the Ministry were also present in the meeting.

21st India-Myanmar National Level Meeting held in Myanmar

21st India-Myanmar National Level Meeting took place at Nay Pyi Taw, Myanmar on July 5-6, 2017. Indian delegation was led by Shri Rajiv Gauba, Home Secretary designate, while Myanmar delegation was led by Maj Gen Aung Soe, Deputy Minister of Home Affairs, Myanmar. 

During the meeting, security, cooperation in prevention of drug trafficking, boundary matters, wildlife smuggling, visa and prisoners in jail of respective countries were discussed. Two sides mutually agreed that all steps should be made to ensure tranquillity along the border and safety and wellbeing of people in the border areas. 

India attaches utmost importance to the discussions under the framework of National Level Meetings which involve representation from all agencies with relevance to security and border management. It was agreed that the next National Level Meeting will be held in India in 2018.

NSG organises first International Aviation Security seminar

The Minister of State for Skill Development & Entrepreneurship (I/C) Shri Rajiv Pratap Rudy attended the second day of the first International Aviation Security Seminar in Manesar today. National Security Guard (NSG) has organised the seminar, with the aim of bringing all major stakeholders under one roof and facilitate them sharing views/opinion, discussions, brain storming with the matters concerning Aviation Security. 

Prominent personalities/speakers from various organizations/aviation sector delivered lectures and shared valuable views on the matter of aviation security. Weapons and equipment were also displayed showcasing the current weapons and systems used by the forces and cutting edge systems considered for future planning. 

Secretary, Ministry of Civil Aviation, Shri Rajiv Nayan Choubey and DG, NSG Shri Sudhir Pratap Singh also attended the seminar. The Minister of State for Civil Aviation Shri Jayant Sinha addressed the seminar yesterday. 

About 300 delegates/officials from the Ministry of Home Affairs, Ministry of Civil Aviation, Directorate General of Civil Aviation, Airports Authority of India, Bureau of Civil Aviation Security of India, Central Industrial Security Force, State Police Forces, Airports, Airlines, Foreign Security /Aviation of USA, France, Germany and Sri Lanka participated in the Seminar. 

Shri Rajiv Pratap Rudy also hoisted the National Flag at NSG Campus, during the National Flag Foundation programme, being organised by NSG today. The Force has got a 30X45 National Flag (Tiranga) on a 100 feet monumental flagpole installed in its Campus. It is the India's 67th Flagpole and 26th highest Monumental Flagpole.
