The Union Finance Minister, Shri Arun Jaitley:The National Trade Facilitation Action Plan (NTFAP) aims to align border procedures with international best practices and improve Ease of Doing Business; Dr Kunio Mikuriya, Secretary General, World Customs Organization (WCO) calls on the Finance Minister and praises the massive reforms undertaken by the present Government in the Indian Taxation System including implementation of GST.

The Union Finance Minister, Shri Arun Jaitley said that the National Trade Facilitation Action Plan (NTFAP) aims to align border procedures with international best practices and improve Ease of Doing Business. He said that it would not only ensure compliance with the Trade Facilitation Agreement (TFA) but would also give impetus to trade facilitation. The Finance Minister was speaking when Dr Kunio Mikuriya, Secretary General, World Customs Organization (WCO) called on him in his office in North Block in Delhi today. The Finance Minister Shri Jaitley further said that this Action Plan gives a time bound map, not only for implementing TFA, but also for India’s initiatives for trade facilitation and Ease of doing Business which goes beyond TFA.  The Action Plan was released by the Finance Minister Shri Jaitley yesterday in the national capital. Both the leaders discussed various other issues relating to Customs and Trade Facilitation.
Dr Kunio Mikuriya, Secretary General, WCO appreciated the various initiatives taken by the Indian Customs to facilitate trade particularly the release of the National Trade Facilitation Action Plan (NTFAP). While praising the massive reforms undertaken by the present Government in the Indian Taxation System including implementation of GST, Dr Mikuriya said that the efforts made with regard to outreach and capacity building before implementation of GST in India can be emulated by many other countries.
Dr Kunio Mikuriya further mentioned about WCO working with G-20 on illicit financial flows. He sought Indian support for the study on illicit financial flows and plugging of trade based money laundering.  
Dr Kunio Mikuriya, Secretary General, WCO is on a two day official visit to India. Earlier, he along with the Chairman, CBEC, Ms Vanaja N Sarna addressed the workshop on “Trade Facilitation Agreement – Learning from Implementation Experience” at FICCI Federation House. This Workshop was jointly organised by the CBEC, FICCI and World Bank to share Global experience and Indian perspective on best practices in Trade Facilitation. International experts from WTO, World Bank and other countries participated in the said workshop.
Mr Mikuriya spoke about how WCO is helping many countries in implementation of TFA through their Mercator Programme. He specifically appreciated TFA plus category in India’s Action Plan.  In her Special Address, Chairman, CBEC, Ms Sarna said that as we start the journey in the new era of one nation, one tax, one market, the national trade facilitation action plan will prove to be a milestone as well as a barometer of orientation from a regulatory taxation regime to that of one committed to facilitating legitimate trade.
During the course of the day, Secretary General, WCO had separate meetings with Revenue Secretary, GOI, Secretary DIPP, GOI, Chairman and members of CBEC among others.

India to Host Global Conference on Cyber Space 2017 – World’s Largest Conference on Cyber Space

“India will be hosting the 5th Global Conference on Cyber Space (GCCS) in 2017, one of the world’s largest conference on Cyber Space and related issues” announced Shri Ravi Shankar Prasad, Hon’ble Union Minister for Electronics & Information Technology and Law & Justice, in the presence of Shri P.P. Chaudhary, Hon’ble Union Minister of State for Electronics and Information Technology and Law & Justice after chairing a High-Level Organizing Committee meeting here today.

Themed on Cyber4All: An Inclusive, Sustainable, Developmental, Safe and Secure Cyberspace, the GCCS 2017 will be inaugurated by the Hon’ble Prime Minister of India Shri Narendra Modi. To be held in India for the first time, the two-day conference will see participation of around 2000 delegates from senior Government officials, industry leaders, academia and civil society from over 100 countries. GCCS will congregate and deliberate on issues relating to promotion of cooperation in cyberspace, norms for responsible behaviour in cyberspace and to enhance cyber capacity building. Many of these delegations will be headed at Ministerial level delegates thereby making it an important forum of global consultation of various issues of cyber space.

Addressing the media, Shri Ravi Shankar Prasad said, “We feel proud to host the 5th of edition of the prestigious Global Conference on Cyber Space in 2017. The theme of this conference in a way reflect the changing architecture of India in the Digital space. Among the multiple transformative programmes under Digital India, the biggest thing that India brings about to the table is Digital Inclusion that makes it sustainable and developmental; which has been given utmost importance under the theme Cyber4All.”

“The Internet must be safe and secure, which necessitates a safe and secure digital space. This will remain a focal point throughout the conference. We are in consultation with the industry leaders, educational institutions and trade bodies to discuss the concerns related to cyber security and collectively works towards robust cyber security system. Through GCCS, we would like to show the international community how Indian digital ecosystem is becoming a beacon for development to the rest of the world.”  Added Shri Ravi Shankar Prasad.

The GCCS 2017 will take place on the 23rd and 24th of November, 2017 in Aero City, New Delhi. Multiple run-up events are planned across India and abroad to create awareness about GCCS 2017, along with 2 days of pre-event activities right before the conference.

GCCS is a prestigious international conference that aims at encouraging dialogue among stakeholders of cyberspace, which has been taking place since 2011. Incepted in 2011 in London, GCCS witnessed a participation of 700 global delegates. It helped in setting up rules and guidelines for the editions to follow. The second conference was held in 2012 in Budapest with focus on relationship between internet rights and internet security and was attended by 700 delegates from nearly 60 countries. The third edition of GCCS was held in 2013 in Seoul with participation from 1600 delegates. The conference built on the themes such as Economic Growth and Development, Social and Cultural Benefits, a Safe and Secure Cyberspace, Cybercrime and International Security.

The fourth version GCCS 2015 was held on April 16-17, 2015 in The Hague, Netherlands. Nearly 1800 members from nearly 100 countries participated in this conference and over 60 countries participated with delegations led at Ministerial level. The conference focused on Freedom, Security and Growth in cyber space. GCCS 2015 was a program designed as high level stock taking exercise and to generate input for other ongoing processes rather than an independent norm setting initiative. The launch of Global Forum on Cyber Expertise (GFCE) was main deliverable of the conference for capacity building in cyber space.

‘Goal of GCCS 2017 is to promote an inclusive Cyber Space with focus on policies and frameworks forinclusivitysustainability, development, security, safety & freedom, technology and partnerships for upholdingdigital democracy, maximizing collaboration for strengthening security and safety and advocating dialogue fordigital diplomacy’It will be an opportunity to showcase the “Digital India” program as a positive, sustainable and scalable model for use of ICTs for addressing developmental challenges and growth opportunities. It can help provide vision of inclusive digital society for inclusive growth, education, healthcare especially for developing world. 

The plenary sessions and other activities during GCCS 2017 will be designed around the themes of Cyber4Inclusive Growth, Cyber4DigitalInclusion, Cyber4Security and Cyber4Diplomacy. During various sessions and activities focused around these themes, GCCS 2017 will bring forth the business, empowerment and developmental potential of Cyber space for realizing  the goals of sustainable development.

Cyber security will be one of the major focus areas in GCCS 2017 especially as the central government is in the process of setting up separate sector specific emergency response centres to ensure cyber security and strengthen technology infrastructure. The conference will be an ideal forum for the exchange of ideas with global think thanks and promote closer co-operation among the international community.

GCCS 2017 will be an excellent platform for Industry and its Associations, Civil Society, Academia, Governments and Think-tanks from across the world to deliberate on issues, opportunities and challenges faced in the cyber world and pave the way for a better digital future.  Indian start-ups will also get exposure to the global industry leaders and investors in GCCS 2017 to pitch their ideas through multiple seminars, side events and exhibitions.

Forecast for Rapid Rise in Water Levels of Rivers in Madhya Pradesh, Rajasthan and Gujarat

Rainfall Forecast issued by India Meteorological Department for the next three days indicate that Heavy to Very Heavy rainfall at a few places with isolated extremely heavy falls in Gujarat and Rajasthan during the period 21st to 24th July 2017.

            Due to this rivers Chambal and its tributaries, Mahi, Sabarmati, Banas (West Flowing River) are likely to receive significant water flows in Madhya Pradesh, Rajasthan and Gujarat.

The likely impact of these rains as inferred from rainfall runoff model run for three days advisory forecast is likely rapid rise in the river levels in the following basins as under:

Chambal Basin in districts of Indore, Ujjain, Ratlam, Mandsaur and Neemuch in Madhya Pradesh, Kota and Jhalawar districts in Rajasthan.

Mahi Basin: River Mahi and its tributaries in districts of Jhabua, Dhar, Ratlam in Madhya Pradesh, Udaipur, Dungarpur and Banswara districts in Rajasthan and Panchmahal, Mahisagar and Kheda districts of Gujarat are likely to observe rapid rise in water levels. Inflows into Mahi Bajaj Sagar in Banswara district of Rajasthan are likely to raise the level in the reservoir. However as sufficient storage is still available, there may not be any likelihood of release from Mahi Bajaj Sagar. In the case of Som Kamla Amba Dam in Dungarpur district of Rajasthan, presently the dam is filled upto 54% of its gross capacity as on 21st July 2017. With likely rainfall in the next three days, there is a chance for this reservoir to rise very near its full capacity. Hence, release if any is to be undertaken may be decided judiciously taking into consideration the downstream condition and rainfall. In case of Kadana Dam in Mahisagar district of Gujarat which is 62% full as on 21st July 2017, there is a chance of reservoir getting very close to its full level. Sufficient care may please be taken while releasing water ensuring the safety of downstream reaches taking into consideration the rainfall and other hydrological characteristics.

Sabarmati Basin: River Sabarmati and its tributaries in districts of UdaipurSirohiPali and Dungarpur in Rajasthan, Sabarkantha, Mehsana, Ahmadabad, Gandhinagar and Kheda districts of Gujarat are likely to observe rapid rise in water levels. Dharoi dam in Mehsana district of Gujarat is having storage of 32% of its capacity as on 21st July 2017 and is having sufficient storage to fill up. Hence release if any may be done judiciously taking into account rainfall conditions in the downstream reaches.

Banas Basin: River Banas and its tributaries are likely to rise rapidly in the districts of Udaipur and Sirohi in Rajasthan and in Banaskanta district of Gujarat. Dantiwada dam on river Banas in Banaskanta district of Gujarat is having storage of only 17% as on 221st July 2017. This will significantly rise due to the rains during the next 3 days.

There is likelihood of heavy rain in Kutch areas of Gujarat and in Morvi, Rajkot, Bhavnagar and Jamnagar districts of Saurashtra and Kutch also. Since most of the dams in these areas such as Machchhu-I and II, Und etc are very near their full levels, very strict vigil may please be maintained for the safety of the structure as well as downstream areas in association with the rainfall likely to occur during the next three days.

The rainfall in Jhalawar, Pali, Chittorgarh districts of Rajasthan may also see increase in water levels of many of the tributaries of Chambal.

NDMC Smart City projects given timelines; Rs.1,240 cr worth works to begin in October

New Delhi Municipal Council (NDMC) has been asked by the Ministry of Housing & Urban Affairs to ensure completion of smart city projects ahead of time so as to lead by example in smart city making across the country. Timelines for the same have been fixed at a two hour review of implementation of NDMC’s Smart City Plan taken by Shri Durga Shanker Mishra, Secretary (Housing & Urban Affairs) last evening. Shri Naresh Kumar, Chairman, NDMC and senior officials of the ministry and the Council attended the review.
                Of the Rs.1,800 cr Smart City Plan of NDMC, work on a range of major impactful projects will begin in phases by October this year, for which tendering is in progress. These include setting up of a Unified Command and Control Centre, Smart water and power grids, multi-level parking at Khan Market, sensor based smart parking, public bike sharing, converting an additional 333 classrooms into smart ones, Sewage Treatment Plants, smart public hygiene centres etc.  Smart redesign of 13 roads totaling 31 kms including seven roads leading to Connaught Place will begin much earlier.
                Implementation of projects worth another Rs.500 cr will begin by March next year. These include; India Investment Centre at Yashwant Place, Shivaji Terminal Transport Hub, World Class Skill Centre at Moti Bagh, Incubation Centre, Paryatan Bhawan etc.
                Presenting the details of projects implemented so far,  Shri Naresh Kumar, Chairman of NDMC asserted that “NDMC has made a quiet smart beginning with smart solutions initiatives already yielding positive results. Student enrollment and OPD registration have shown good improvement further to converting 444 classrooms so far into smart ones and online registration in hospitals run by the Council. Mobile app Smart City 311 is finding wider traction with citizens availing various services online”.
                Shri Mishra asked NDMC to include more services on 311 app like bus schedules and frequencies at all bus stops, information related to parking lots and availability of slots therein etc. He also directed the Council to ensure all residents of NDMC are brought on this platform besides promoting use of this app among the large floating population.
                Shri Naresh Kumar assured that with most of  the projects getting into implementation mode by October this year and the remaining by March next year, all smart city projects will be completed before the scheduled timeline of 2020.
                NDMC Chairman requested the Ministry of HUA to transfer ‘Central Vista’ to the Council for smart redesign and management and was told that it would be considered.
                Voicing concern over sub-optimal utilization of multi-level car parking at Sarojini Nagar, Shri Durga Shanker Mishra asked the Council to come out with an enforcement plan for its full utilization at the earliest. NDMC has also been asked to pursue pedestrianisation of Connaught Place and Khan Market with appropriate action plans.
                Appreciating the Council for the smart city projects implemented so far, Shri Mishra asked the Council to mount a special communication outreach plan for wider dissemination of information about the benefits of these initiatives among the people. He further stressed that benefits of Unified Command and Control Centre, smart water and power grids etc., that result in effective resource management need to be informed to the public for informed participation.
                Informing that NDMC has already commissioned 3.30 MW of solar power by installing solar panels on roof tops of buildings, Shri Naresh Kumar suggested to the Ministry to consider allowing NDMC to install solar panels on central government office buildings either free or on nominal charges.
                Shri D.S.Mishra also asked the Council to convert major parks into smart ones since the same  could be done with minimal investments for better feel and experience.

Government holds All Party Meet ahead of Monsoon Session of Parliament beginning tomorrow

Addressing floor leaders of parties in the Rajya Sabha and Lok Sabha here today, ahead of Monsoon Session of Parliament beginning tomorrow, Prime Minister Shri Narendra Modi said that for preserving the institution of Democracy in India, it is important that all Political Parties support the Government to conduct business in both the Houses of the Parliament without disruption and constructive discussion takes place on issues of national importance. Prime Minister, in one voice with the leaders of all parties, also asserted that all Political Parties stand united to ensure nation’s safety and security, after such concerns were raised by many leaders on recent developments.
The Prime Minister expressed gratitude towards all Parties for supporting the Government in bringing historic economic reforms like preponing of Budget Session of Parliament and bringing in Goods and Services Tax. Shri Modi informed all the leaders that due to preponing Budget by a month, there would be a balanced nature of capital expenditure profile in this financial year. Already 30% of total expenditure and 49% expenditure in infrastructure sector has taken place before the monsoon has started, which is a huge achievement and would bring fiscal prudence in capital expenditure in future. Bringing in of GST regime, with support of all parties, has strengthened the Federal structure of Government and brought about economic solidarity in the country, Shri Modi added.
The Prime Minister mentioned that highest level of dignity has been maintained in the whole process of Presidential Election till now and no situation of any bitterness surfaced among the Political Parties. All Parties should be commended for that and each party must ensure that all MPs and MLAs participate in the President’ election and no vote is wasted, Shri Modi said. The Prime Minister also urged all leaders to achieve consensus on celebrating 75thanniversary of Quit India Movement on 9th August in both Houses of Parliament.
Prime Minister urged all parties to extend their support to the Government in fighting corruption and the issue of communal violence in the name of Cow protection. Shri Modi said that State Governments must ensure the maintenance of law and order and strict action must be taken against those who break the law. Prime Minister also expressed deep concern for the floods in North Eastern States of India and assured all leaders that the Government is is fully informed on the situation on the ground and taking all steps to reduce the suffering of people.
A host of issues were brought up by the leaders of parties during the meeting. There was a consensus across party lines on ensuring smooth functioning of the Parliament without disruptions and deadlocks to be resolved through constructive discussions in both the Houses. 
Union Minister of Parliamentary Affairs, Shri Ananth Kumar, later briefing media persons said that the Government has requested all parties, especially the opposition,  for their co-operation for the smooth functioning of the House. The Minister informed that all parties were in favour of a productive Monsoon session. The Government is always ready to discuss on the floor of the House, any issue as permitted under Rules of Procedure, he added.
Shri Kumar further informed that the Monsoon Session, 2017 of Parliament is scheduled to be held from Monday, the 17th July, 2017, and subject to exigencies of Government Business, the Session may conclude on Friday, the 11thAugust, 2017. The Minister said that the Session will provide a total of 19 sittings spread over a period of 26 days including four Private Members’ days. Further, 21 Bills are pending in Lok Sabha while 42 Bills are pending in Rajya Sabha, he added.
